Water Connection Application: what it is
A Water Connection Application is a request to the municipal body or water supply board for a new piped water connection to a house, flat, shop or other premises. It names the applicant, gives the property address and states whether the connection is residential or commercial, and goes along with ownership papers and the fee the authority prescribes.
When you need this document
- You have built a new house or bought a plot with a new construction and need a municipal water supply.
- A building that used a borewell or tanker supply now has a municipal pipeline available in the area.
- You are starting a shop, restaurant or office and need a commercial connection, which is usually billed at a different rate.
- A flat owner in a building with separate connections needs an individual connection in their own name.
What it covers
- The water board or municipal authority to whom the request is addressed.
- The applicant's name.
- The type of connection requested, residential or commercial.
- The address of the property where the connection is needed.
- A statement that the required documents and prescribed fees are enclosed, with a request to provide the connection early.
- The applicant's signature and the date.
How to fill, sign and use it
- Check with your municipal body or water board whether applications are taken online, at a ward office or through a citizen service centre, and what documents it asks for.
- Fill in the form on this page with your name, the property address and the connection type, and check the preview.
- Sign the application and attach ownership proof, identity proof and any building approval or completion documents the authority needs.
- Submit it and pay the connection charges, and any road cutting or pipe laying charges the authority demands, against a receipt.
- Allow the engineer or inspector to visit the site and use a licensed plumber where the authority requires one for the work.
- Keep the receipt, sanction letter and first bill, and check that the meter number and consumer details are recorded correctly.
Documents to attach or keep with it
- Proof of ownership such as a sale deed, allotment letter or property tax receipt.
- No objection certificate from the owner, if a tenant or occupant is applying.
- Identity proof of the applicant.
- Approved building plan or completion or occupancy certificate, where the authority asks for it.
- Site plan showing where the connection is needed, if required.
The law behind it
There is no single central law for water connections. Water supply is a state and local subject, and connections are granted under the state's municipal law, a dedicated water supply and sewerage board law, or rules and bye-laws of the local body. Connection charges, deposits, tariffs, the documents needed and the time taken all vary by city. Several states also cover water connections under their public services guarantee laws, which set time limits for delivering the service.
Common mistakes to avoid
- Applying as a tenant without the owner's NOC, which most authorities will not accept.
- Asking for a residential connection for premises used commercially, which can lead to reassessment of charges or penalty later.
- Getting the connection laid by an unlicensed plumber or tapping the main line without sanction, which can be treated as an unauthorised connection.
- Not checking that the meter number and address are correctly recorded, which causes billing disputes.
Water Connection Application: frequently asked questions
Can a tenant apply for a new water connection?
Usually only with the owner's written consent, since the connection is tied to the property. Most authorities ask a tenant for the rent agreement and an NOC from the owner along with ownership proof. Some cities issue the connection only in the owner's name.
Is a water connection possible without an approved building plan?
Many municipalities ask for an approved plan or completion certificate before giving a permanent connection, while some allow connections to older or regularised buildings on other documents. The rules differ widely, so ask your local authority what it accepts for your type of building.
How much does a new water connection cost?
Charges depend on the city, the pipe size, whether the connection is residential or commercial, and any road cutting needed. Some cities also take a refundable security deposit. The authority will give you the exact demand after the application or site inspection.
Can I convert a commercial connection to residential, or the other way round?
Yes, most authorities allow a change in category on a written application with proof of the present use of the property. The tariff will change from the date the authority approves. Inform the authority promptly when the use of the premises changes.
