A joint inspection report signed at move-in settles that question in advance. It protects the tenant against being charged for pre-existing damage, and it protects the landlord against a tenant denying damage they actually caused. Practical points: - Do this at BOTH move-in and move-out, using the same format so the two can be compared directly. - Take dated photographs of every room and of any existing damage, and share them with the other party by email the same day, so the timestamp is independently verifiable. - Record meter readings — utility disputes at handover are almost as common as deposit disputes. - Both parties should retain a signed copy. A report signed by only one party is worth very little.
