The Noise Pollution (Regulation and Control) Rules, 2000 make it more concrete than that. NIGHT HOURS are 10 p.m. to 6 a.m. Loudspeakers and public address systems are generally NOT permitted at night at all, and the exceptions are narrow and require permission. This is the single most useful fact in a noise complaint, because it converts "it is too loud" into "it is after ten". AMBIENT STANDARDS differ by area — industrial, commercial, residential and SILENCE ZONE, the last being the area near hospitals, educational institutions and courts, where limits are strictest. Establish which zone you are in; it changes what is permissible. WHAT MAKES A COMPLAINT WORK: - DATES AND TIMES, written down as they happen. "Every night between 11 and 2, on the following dates" is actionable; "constant noise" is not. - RECORDINGS with a visible timestamp. - OTHER RESIDENTS.
